A burden-sharing model shaping the embodied carbon emission and considering regions' efforts to reduce emissions in China's power sector.

To achieve "carbon peaking and carbon neutrality", reasonable burden-sharing for emission reductions among key players is critical. And reasonable burden-sharing requires scientific clarification of their actual emissions and responsibilities, and full accounting of efforts to reduce emissions. Therefore, this paper focuses on China's power industry and proposes a burden-sharing model that reflects regions' embodied carbon emissions and mitigation efforts.
