The year 1992 is an important landmark in the history of Russian pharmaceutical market. It began not in January, but in December 1991, when orders of the President and the Government to open free market of medications were promulgated. The Yeltsin advisers conceived that market economy was infallible means to combat medication shortages, corruption and bureaucratic monopoly.

In condition of challenges from menaces to health due to COVID-19 the role of primary health care physicians increases that requires development of management decisions at the regional level. The purpose of the study. On the basis of analysis of medical demographic indicators and data concerning provision of primary health care personnel in the Russian Federation, proposals were made related to reforming of primary health care system in conditions of implementation of general medical practice with purpose to counteract menaces to population health.

[The methodological approaches to evaluation of effect of tuberculosis as socially significant infection on decreasing of public health quality].

The study reveals main methodological approaches in monitoring and evaluating role of socially significant infectious diseases in reducing quality of public health in the Russian Federation. The article proposes at population level the grouping of main risk factors affecting quality of public health, exemplified by epidemiology of tuberculosis. The purpose of the study is to develop methodology of exploration of impact of socially significant infections on decreasing of quality of public health exemplified by epidemiology of tuberculosis as infectious disease that is well studied in medical social aspects and having fully functioning TB control and high level monitoring system.

[The professional burnout of medical workers and its determining factors].

The study was carried out using survey technique applied to sampling of workers of the first three polyclinics of Moscow. The method was based on international questionnaire Maslach Burnout Inventory (MBI) that permitted to consider characteristics of activity of medical professionals. The analysis of results of study demonstrated that overall prevalence of burnout among doctors is 17%,among nursing personnel - 21%, among non-medical personnel - 19%.

[The medical care of seamen of civil shipping: the role of non-commercial organizations].

According to the International Labor Organization, health protection and access to medical treatment are to be guaranteed to seamen in the same way as to people working ashore. However, in practice, formal measures and mechanisms do not always make it possible to provide medical care to crew members of civil vessels due to peculiarities of legal systems of the States in whose territorial waters the vessel is located, remoteness of the vessel from coastline and objective situation that permits to receiving medical care from the shore. As far as possible these problems are resolved by non-profit organizations of seamen.

[The Childhood Decade in Russia: legal securing of health care applying information technologies].

In conditions of impetuous development of national digital technologies and necessity for their legal regulation, significance and possibilities of their implementation in protecting health of rising generation during childhood decade in Russia are demonstrated. The conceptual apparatus related to discussed problem is considered. The emphasis is made on preventive aspect of intersectoral state protection of health care and rights of children and adolescents aged 0-17 years.

The article considers organizational issues of cervical cancer screening in the Russian Federation. In particular, experience of implementation of the Project "HPV testing within the framework of combined cervical cancer screening (HPV and cytologic screening) in the Republic of Bashkortostan is considered. The cervical cancer is a widespread disease that requires early diagnosis and timely medical care.

The modern health care is characterized by constant increasing need in laboratory tests. The quality and accessibility of laboratory diagnostics becomes one of key determinants of social well-being in aspect of maintaining population health. The purpose of the study is in developing system of criteria and indicators of accessibility of laboratory diagnostics applicable in organization of health care at the level of the Subject of the Russian Federation.

[The comparative analysis of health care systems].

Within the framework of the national development goal of the Russian Federation "preservation of population, health and well-being of people" the target indicator "the increase of life expectancy up to 78 years" is to be achieved by 2030. The achievement of this value is also directly affected by functioning of of health care system. In 2015, the United Nations, within the framework of the Sustainable Development Goals for the period up to 2030, formulated the task that implies ensuring of universal health services coverage "including financial risk security, access to qualitative essential medical and sanitary services and access to safe, effective, qualitative and inexpensive essential medications and vaccines for all".

The article considers mechanisms of cooperation of medical organizations of various forms of property, intersectoral interaction with purpose to unify resources of organizations to resolve established tasks, to form large medical clusters and to organize interaction of medical organizations with recreation structures. The actuality of issue is conditioned by the fact that population health is the most important value of society. This value is ultimate condition of prosperity and well-being of any state and depends on quality of medical care and efficiency of functioning of medical care system.

[The child and adolescent hypertension as a world-wide problem: prevalence, risk factors including neonatal ones].

The children hypertension is a serious threat to population health because uncontrolled children hypertension can result in exponential increasing of cardiovascular and cerebrovascular diseases, progression of kidney failure and premature death in adulthood. The main risk factors for primary children and adolescent hypertension are considered as cardiovascular biomarkers (fibro-blast growth), obesity, especially central obesity, overweight, low birth weight, high sodium intake, sedentary lifestyle, lack of physical activity, socioeconomic and ethnic factors, as well as family anamnesis. The special place in studying children hypertension is occupied by problem of neonatal hypertension.

Currently, the Eurasian Economic Union regulates all stages of the circulation of medicines, including their development, preclinical research, clinical trials, industrial production, pharmacy manufacture, sale, storage, transportation, medical use, return to the manufacturer or supplier and destruction. Legal regulation of medicines in the EEU is carried out at several levels: at the level of the legislation of the EEU and at the level of the national legislation of each of the member states. As part of the formation of a common market for medicines in the EEU countries, more than seventy regulatory legal acts were adopted.

The issues of the movement of medicines across the customs border of the Eurasian Economic Union are timely and relevant, due to the increase in the turnover of medicines in the Russian Federation. The article deals with the issues of import and export through the customs border of the Eurasian Economic Union of both registered and unregistered medicines in the Russian Federation by legal entities. In addition, the authors investigated the regulatory and legal procedure for the movement of medicines across the customs border of the Eurasian Economic Union containing narcotic and psychotropic substances.

Unlabelled: As the population ages, the prevalence of chronic diseases increases and, accordingly, the probability of simultaneous occurrence of many chronic diseases among the elderly population increases, which affects the dynamics and prognoses of the underlying disease. Prevention of complications of concomitant semantics for the underlying disease seems to be a complex medical problem, the solution to which is aimed at improving the quality of life of patients. Based on the data obtained, the effect of polymorbidity on the course of acute lower limb ischemia (ALLI) was studied in the elderly urban population.
