The article presents the original system of indices for comprehensive assessment of level of intersectorial collaboration in palliative medical care support of population. The system was developed on the basis of and considering requirements of normative legal acts of the Russian Federation. The proposed indices can be applied in analysis of functioning and subsequent optimization of medical institutions network and social service institutions in the subjects of the Russian Federation, including involvement of non-profit organizations and public associations.

The assessment of medical care quality in private medical organizations network was carried out using expertise technique (n = 1070), intra-organizational attestation (n = 47), questionnaire survey of administrative (n = 28) and medical personnel (n = 241).

By 2018, the drug abuse situation in the KHMAO-Yugra improved as compared with previous years of the study period and corresponded to the "tense" level, which indicates the need to continue systematic and targeted intersectoral work aimed at reducing morbidity and mortality associated with the use of drugs and psychoactive substances in this northern region of Russia.
