Aim: After the Fukushima nuclear accident in 2011, several municipal offices were forced to evacuate, and municipal public employees (MPEs) had to perform many administrative tasks related to the disaster. Typhoons and the COVID-19 pandemic also affected the area afterwards. We conducted a survey for MPEs to investigate the mental health impacts and related factors.

For this, the brain has evolved a system that uses warning stimuli to elicit phasic alertness, a state readying the brain for upcoming perception and action. Although a wealth of empirical evidence revealed how phasic alertness improves a wide range of perceptual and cognitive processing, it is still unclear by what cognitive mechanisms this is achieved.

However, poor data quality can hinder this goal. While networks typically set guidelines and standards to address this problem, we developed an organically evolving, data-centric method using patient counts to identify data quality issues, applicable even to sites not yet in the network.
