Quantum scattering is used ubiquitously in both experimental and theoretical physics across a wide range of disciplines, from high-energy physics to mesoscopic physics. In this Letter, we uncover universal relations for the energy fluctuations of a quantum system scattering inelastically with a particle at arbitrary kinetic energies. In particular, we prove a fluctuation relation describing an asymmetry between energy absorbing and releasing processes which relies on the nonunital nature of the underlying quantum map. This allows us to derive a bound on the average energy exchanged. We find that energy releasing processes are dominant when the kinetic energy of the particle is comparable to the system energies, but are forbidden at very high kinetic energies where well-known fluctuation relations are recovered. Our Letter provides a unified view of energy fluctuations when the source driving the system is not macroscopic but rather an auxiliary quantum particle in a scattering process.

To address the challenges related to active power dissipation and node voltage fluctuation in the practical transformation of power grids in the field of new energy such as wind and photovoltaic power generation, an improved Dung Beetle Optimization Algorithm Based on a Hybrid Strategy of Levy Flight and Differential Evolution (LDEDBO) is proposed. This paper systematically addresses this issue from three aspects: firstly, optimizing the DBO algorithm using Chebyshev chaotic mapping, Levy flight strategy, and differential evolution algorithm; secondly, validating the algorithm's feasibility through real-time network reconfiguration at random time points within a 24-h period; and finally, applying the LDEDBO to address the dynamic reconfiguration problems of the IEEE-33 and IEEE-69 node bus. The simulation indicates that the power dissipation of the IEEE-33 node bus is decreased by 28.

By employing the stabilizer in the supersonic gas nozzle to produce the plasma density profile with a sharp downramp, we have experimentally demonstrated highly stable electron beam acceleration based on the shock injection mechanism in laser wakefield acceleration with the use of a compact Ti:sapphire laser. A quasi-monoenergetic electron beam with a peak energy of 315 MeV ± 12.5 MeV per shot is generated.
