Background: The enactment of the Opticians Act by the Victorian parliament on 17 December 1935 transformed the standard of optometric practice in Victoria and laid the foundations for future educational advance. Previously any person could practise optometry in Victoria regardless of their qualifications or training. The Act established an Opticians Registration Board the first task of which was to register optometrists deemed competent enough to practise on the basis of their prior experience or their optometric qualifications.

Purpose The purpose of this paper is to assess if the GOC considers relevant factors at all stages of its deliberations into misconduct, as required by the determinations in the cases of Cohen, Zygmunt, and Azzam, and to assess whether those circumstances described in the Hearings Guidance and Indicative Sanctions as warranting removal of an optician from the relevant registers lead to that outcome. Design/methodology/approach The consideration of specific factors in determining impairment of fitness to practise was compared with their subsequent consideration when determining the severity of sanction. Additionally, cases that highlighted aggravating circumstances deemed as serious enough to warrant removal were monitored.

A survey of optometrists practising in Nottingham was undertaken to identify their methods of screening for glaucoma in the community. There was found to be great variation in all parameters examined including referral criteria. Although all of the respondents screened for glaucoma, 50% appeared not to be aware of subtle optic disc signs of the disease, 8% never measured intra-ocular pressures and 19% never performed visual field analysis.
