In the absence of specific legislation, the rôle of the factory doctor is based on the employer's responsibilities and consists in practice of establishing a health surveillance programme for the exposed workers, using diagnostic protocols appropriate to the risks involved. It is important to supply information to users and the Local Health Units; the factory doctor must also be fully competent, especially for the purposes of assessment of results, which then dictate the direct measures he must take.
