This paper first discusses the technique of making Stark measurements at millimeter wavelengths. The details of correcting for residual overlap between the lines, the effects of modulation, and of the field inhomogeneity are discussed. Finally the measured frequencies and the empirical Stark coefficients for one HO, and one DO, and five HDO lines between 85 and 250 GHz are given. The final analysis of the data to give values of the dipole moment will be given in another paper.
