Objectives: Health technology assessment (HTA) guidelines are intended to support successful implementation of HTA by enhancing consistency and transparency in concepts, methods, process, and use, thereby enhancing the legitimacy of the decision-making process. This report lays out good practices and practical recommendations for developing or updating HTA guidelines to ensure successful implementation.
Methods: The task force was established in 2022 and comprised experts and academics from various geographical regions, each with substantial experience in developing HTA guidelines for national health policymaking.

Background: Persistent inequities in access to vaccinations pose challenges for immunization programs worldwide. Innovations facilitating vaccine delivery, such as leveraging vaccine thermostability through a Controlled Temperature Chain (CTC), have emerged as a potential solution to increase coverage in low- and middle-income countries (LMICs) countries such as Côte d'Ivoire, reducing dependence on the cold chain and improving vaccine delivery efficiency. However, the added value of thermostable vaccines and their integration into national immunization programs is under-recognized by stakeholders.

Immunization saves millions of lives, and globally, vaccines have significantly contributed to reducing mortality and morbidity due to more than 20 life-threatening illnesses. However, there are considerable disparities in vaccination coverage among countries and within populations. This study evaluates the reduction in disparities in vaccination coverage across various socio-economic groups by adopting an integrated community-engagement approach combined with maternal and child health services through mobile health camps.

Generating accurate and contextually rich captions for images and videos is essential for various applications, from assistive technology to content recommendation. However, challenges such as maintaining temporal coherence in videos, reducing noise in large-scale datasets, and enabling real-time captioning remain significant. We introduce MIRA-CAP (Memory-Integrated Retrieval-Augmented Captioning), a novel framework designed to address these issues through three core innovations: a cross-modal memory bank, adaptive dataset pruning, and a streaming decoder.
