The U.S. Census Bureau has created a set of linkable census, survey, and administrative records that provides longitudinal data on the American population across the past eight decades. While these files include modern decennial censuses, Census Bureau surveys, and administrative records files from other federal agencies, the long time span is only possible with the addition of the complete count 1940 Census microdata. In this paper, we discuss the development of this linked data infrastructure and provide an overview of the record linkage techniques used. We primarily focus on the techniques used to produce a beta version of a linkable 1940 Census microdata file and discuss the potential to further document and extend the infrastructure.

Background: Higher school quality, and decreased student-teacher ratio in particular, is associated with improvements in late-life cognition. New deal emergency employment programs in the 1930s provided funding for hundreds of thousands of teachers in response to sweeping school budget cuts of the Great Depression. We examine the association between increased area-level teacher employment through the Public Emergency Work (PEW) programs and late-life cognition.

This paper estimates how public pensions affect retirement timing by examining the Railroad Retirement Act of 1937, which replaced private railroad pensions with a national program comparable in many ways to Social Security. Leveraging linked decennial census records between 1910-1940, the first part of the analysis compares male labor force nonparticipation in 1940 relative to 1930, between workers previously in railroad versus other industries with broad pension coverage, and by age. Higher benefits led to earlier retirement, largely driven by exit at age 65.
