Universal Limit on Communication.

I derive a universal upper bound on the capacity of any communication channel between two distant systems. The Holevo quantity, and hence the mutual information, is at most of order EΔt/ℏ, where E is the average energy of the signal, and Δt is the amount of time for which detectors operate. The bound does not depend on the size or mass of the emitting and receiving systems, nor on the nature of the signal. No restrictions on preparing and processing the signal are imposed. As an example, I consider the encoding of information in the transverse or angular position of a signal emitted and received by systems of arbitrarily large cross section. In the limit of a large message space, quantum effects become important even if individual signals are classical, and the bound is upheld.

This review summarises empirical studies on the progressivity and redistributive effects of healthcare financing mechanisms. The evidence varies significantly across countries and financing sources. Tax-based systems exhibit high progressivity, as direct taxes contribute to a favourable redistribution toward low-income households, often offsetting the regressive nature of indirect taxes.

Millimeter-wave and terahertz integrated circuits and chips are expected to serve as the backbone for future wireless networks and high resolution sensing. However, design of these integrated circuits and chips can be quite complex, requiring years of human expertise, careful tailoring of hand crafted circuit topologies and co-design with parameterized and pre-selected templates of electromagnetic structures. These structures (radiative and non-radiative, single-port and multi-ports) are subsequently optimized through ad-hoc methods and parameter sweeps.

Purpose: To evaluate the outcomes of scleral-fixated intraocular lenses (IOLs) implanted using either Yamane technique or Gore-Tex suture fixation, in comparison to intracapsular lens fixation, and to assess the efficacy of various lens formulas in achieving predicted refractive targets.

Patients And Methods: This study included 45 eyes from 44 patients with scleral-fixated IOLs, comprising 37 Yamane eyes and 8 Gore-Tex eyes. Preoperative refractive predictions from various formulae were compared with final postoperative refraction.
