The government is trying to criminalise 'aggravated' trespass and many forms of protest. It also wants to repeal the 1968 Caravans Act, which obliges councils to provide sites for gypsy families, to abolish the right to remain silent when arrested, to give the police new powers to arrest those who they think might be ravers, protestors or travellers (including gypsies) and the power to form exclusion zones, thus limiting totally the rights to freedom of movement and of association.
