Liberia, in the face of two consecutive health emergencies - the Ebola epidemic in 2014 and COVID in 2019 - offers a unique, comparative perspective on health crisis management within a fractured healthcare system. In dialogue with a feminist-informed political economy of health in the African context, this paper has two central objectives. First, it examines the strategies employed by community-based women's organisations - many of whom remain invested in peacebuilding after a 14-year civil war (1989-2003)) - to contain the Ebola and COVID-19 disease outbreaks.

A key lesson from the west Africa (2014-16) Ebola disease epidemic was that outbreak responses fail when they respond to patients through a narrow clinical lens without considering the broader community and social context of care. Here, in the second of two Series papers on the modern landscape of Ebola disease, we review progress made in the last decade to improve patient-centred care. Although the biosafety imperatives of treating Ebola disease remain, recent advances show how to mitigate these so that patients are cared for in a safe and dignified manner that encourages early treatment-seeking behaviour and provides support after the return of patients to their communities.

This paper describes the CQI (Continuous Quality Improvement) process of collecting and analyzing field level qualitative data in an ongoing cycle. This data can be used to guide decision-making for effective emergency response. When medical and community components are integrated from the earliest stages of the disaster, it allows for true collaboration and supports the CQI process to be responsive to evolving data.
