As the COVID-19 pandemic continues to evolve, taking its toll on people's lives around the world, vaccine passports remain a contentious topic of debate in most liberal democracies. While a small literature on vaccine passports has sprung up over the past few years that considers their ethical pros and cons, in this paper we focus on the question of when vaccine passports are politically legitimate. Specifically, we put forward a 'public reason ethics framework' for resolving ethical disputes and use the case of vaccine passports to demonstrate how it works.

Diplomatic culture and institutional design: Analyzing sixty years of Antarctic Treaty governance.

Since 1961 the Antarctic Treaty has been acknowledged internationally as the legitimate forum through which decision-making for the region takes place. Membership growth and the establishment of new conventions are strong indicators of how this international regime has overcome challenges to its functioning, while preserving peace maintenance, scientific cooperation and environmental protection as the main pillars of Antarctic governance. For this special volume of Annals of the Brazilian Academy of Science, this work provides an overview of the Antarctic Treaty Consultative Meetings' operation, highlighting how they established specific diplomatic practices: the progressive introduction of issues, the avoidance of contentious issues, and "watered-down", ambiguous text, all of which have enabled parties to circumvent conflict and reach consensual agreement.

Within the last 6 years, a research field has emerged that focuses on the characterization of microbial communities in the prenatal intrauterine environment of humans and their putative role in human health. However, there is considerable controversy around the existence of such microbial populations. The often contentious debate is primarily focused on technical aspects of the research, such as difficulties to assure aseptic sampling and to differentiate legitimate signals in the data from contamination.
