The current conception of political participation in governmental institutions is deeply marked by the notions of deliberation and precaution. This normative conception of participatory politics neglects, backgrounds or disqualifies other participatory practices, in so far as they are not connected to deliberation and precaution. However, participation has not always been defined in such a restricted way: the current conception of participation is a product of the 1980s and 1990s. In this paper, the meaning ascribed to the notion of participation in the 1970s in France is explored through the study of discourses produced in three fields: the Science Policy Division of the OECD, the French radical science movement, and the emerging STS academic field. As is shown, some of the bases of the current notion of participation originate in the 1970s. Nevertheless, it is argued that in these years, the notion of participation has more to do with experimentation than with deliberation and precaution. Therefore, the conception of participation in the 1970s differs greatly from the current one. Methodologically, this paper combines tools offered by the social history of science and the French school of discourse analysis.

On March 30, 2020, the Government of Nigeria implemented its first COVID-19 related lockdown. We worked with two humanitarian projects in Nigeria, the Integrated Humanitarian Assistance to Northeast Nigeria (IHANN II) in Borno State and the United Nations High Commissioner for Refugees South-South Health and Nutrition Intervention (UNHCR-SS-HNIR) for Cameroon Refugees and vulnerable populations in Cross River State, to document the programmatic adaptations to Family Planning/Reproductive Health (FP/RH) services in response to COVID-19 and identify successes and challenges of those adaptations. A mixed methods approach including quantitative analysis of data from routine programmatic activities, qualitative data from in-depth interviews (IDIs) with project staff and process documentation of programmatic activities and modifications was used to 1) identify modifications in FP/RH services due to COVID-19, 2) understand staff perception of their utility and impact, and 3) gauge trends in key FP/RH in-service delivery indicators to assess changes prior to and after the March 2020 lockdown.

In the initial phase of the COVID-19 pandemic, Sweden's response stood out as an exception. For example, Sweden did not introduce any lockdowns, while many other countries did. In this paper I take the Swedish Corona Commission's critique of the initial Swedish response as a point of departure for a general analysis of precaution in relation to pandemics.

Qualitative research and comprehensive public awareness to nip the transmission of Ebola virus in the bud before it becomes a global threat is fast becoming imperative especially now that the Gambia Ebola virus is mutated. It is therefore necessary to consider and investigate a vector-host transmission model for possible control strategy of this deadly disease. Hence, in this study, we presented a novel and feasible human-bat (host-vector) model which foretells the spread and severity of the Ebola virus from bats to humans to investigate the combined effects of three control strategies viz: (1) allowing specialized and designated agencies to bury deceased from Ebola infection without relatives touching or curdling the remains as usually practiced in most part of Africa as last respect for their departed love ones ( ), (2) systematic and deliberate depopulation of bats in the metropolis (through persecution with pesticide exposure, pre capturing, chemical timber treatment for roosts destruction) to discourage hunting them for food by virtue of their proximity ( ) and (3) immediate treatment of infected individuals in isolation ( ).

The ISSCR recently released new guidelines that relaxed the 14-day rule taking away the tough barrier, and this has rekindled relevant ethical controversies and posed a fresh set of challenges to each nation's legislations and policies directly or indirectly. To understand its broad implications and the variation and impact of China's relevant national policies, we reviewed and evaluated Chinese laws, administrative regulations, departmental rules, and normative documents on fundamental and preclinical research involving human embryos from 1985 to 2022 in this paper. We have historically examined whether these regulations, including a 14-day rule, had restrictions on human embryo research, and whether and how these policies affected human embryo and embryoid research in China.
