Direct evidence of zonal flow (ZF) predator-prey oscillations and the synergistic roles of ZF- and equilibrium E×B flow shear in triggering the low- to high-confinement (L- to H-mode) transition in the DIII-D tokamak is presented. Periodic turbulence suppression is first observed in a narrow layer at and just inside the separatrix when the shearing rate transiently exceeds the turbulence decorrelation rate. The final transition to H mode with sustained turbulence and transport reduction is controlled by equilibrium E×B shear due to the increasing ion pressure gradient.

The warm Western Boundary Currents (WBCs) and their zonal extensions are persistent, deep, strong and narrow oceanic currents. They are known to anchor and energize the Extra-Tropical storm tracks by frontal thermal air-sea interactions. However, even in the latest generation of climate models, WBCs are characterized by large biases, and both the present storm-track activity and its recent intensification are poorly estimated.

The low-to-high confinement (L-H) transition signifies one of the important plasma bifurcations occurring in magnetic confinement plasmas, with vital implications for exploring high-performance regimes in future fusion reactors. In particular, the accurate turbulence statistical description of self-regulation and causal relation among turbulence and shear flows is essential for accessing enhanced plasma performance and advanced operation scenarios. To address this, we provide a nonperturbative theory of the L-H transition by stochastic simulations of a reduced L-H transition model and detailed statistical analysis.
