The absence of a complex qualitative instrument for measuring population health hinders in assessing public health efficacy at the local level. There is introduced a principally new approach to the determination of health characteristics at the starting level proceeding from the exhausted viability. Impairments of viability are classified according to the cycles of human development, involving the intrauterine period, and according to medical causes corresponding to the specialization of treatment and preventive facilities. It is assumed to identify additional characteristics by means of correction factors.
