Since the first genetically engineered or modified crops or organisms (GMO) were approved for commercial production in 1995, no new GMO has been proven to be a hazard or cause harm to human consumers. These modifications have improved crop efficiency, reduced losses to insect pests, reduced losses to viral and microbial plant pathogens and improved drought tolerance. A few have focused on nutritional improvements producing beta carotene in Golden Rice.

Regulations for organisms and products to which genome-editing technologies are applied are increasing in diversity, with the path-dependent effect of previous regulations for genetically modified organisms. Regulations for genome-editing technologies are a patchwork of international regulations that are difficult to harmonize. However, if the approaches are arranged in chronological order and the overall trend is examined, the regulation of genome-edited organisms and GM food products has recently been trending toward a middle ground which can be characterized as "limited convergence.

On July 29, 2016, President Barack Obama signed into law the National Bioengineered Food Disclosure Standard (NBFDS). This law directs the United States Department of Agriculture (USDA) to create regulations that require manufacturers to disclose certain bioengineered products on food labels.

Many socially significant beliefs are unintuitive, from the harmlessness of GMOs to the efficacy of vaccination, and they are acquired via deference toward individuals who are more confident, more competent or a majority. In the two-step flow model of communication, a first group of individuals acquires some beliefs through deference and then spreads these beliefs more broadly. Ideally, these individuals should be able to explain why they deferred to a given source - to provide arguments from expertise - and others should find these arguments convincing.

This article discusses a previously unrecognized avenue for bioterrorism and biocrime. It is suggested that new gene editing technologies may have the potential to create plants that are genetically modified in harmful ways, either in terms of their effect on the plant itself or in terms of harming those who would consume foods produced by that plant. While several risk scenarios involving GMOs-such as antibiotic resistant pathogens, synthetic biology, or mixing of non-GMO seeds with GMO seeds-have previously have been recognized, the new vulnerability is rooted in a different paradigm-that of clandestinely manipulating GMOs to create damage.
