A need to amend the ideology of the psychiatric-care promotion in Russia is preconditioned by the medical-and-demographic, economic, legal, pharmacological as well as information-and-technological prerequisites. Main issues and tasks, arising in the reform before the bodies of state power, the psychiatric service and population were defined in the paper. Some priority trends of improving the psychiatric-care management in the Russian Federation were formulated within the context of a "new understanding" of the psychiatric-care protection by WHO, including staffing the system with high-skill ambulatory personnel; development of the chain of rehabilitation and of medical-and-social prevention; and a more comprehensive use of technologies substituting for inpatient facilities.
