Although there is considerable political momentum and public support for a Medicare outpatient prescription drug benefit, enactment of full-fledged reform will take time given the other political priorities on the legislative agenda. The article describes how various states and private initiatives have acted to increase access to affordable outpatient prescription drugs for seniors.
