Psychiatrists have been concerned with communities both as settings for the lives and treatment of their patients, and as human organizations which have characteristics that can be studied, understood, and modified by the concepts and strategies developed in more traditional psychiatric work. Our growing understanding of psychiatric disorders has increasingly emphasized their chronic course with long periods of premorbid predisposition, inter-episode vulnerability and post-episode sequelae, and the role of the community as a social context with stressors, protectors, and critical variables which often dwarf the power of our therapeutic interventions.

The International Classification of Functioning, Disability and Health (ICF) is the World Health Organization's (WHO) standard for assessing individual functioning. Over the last decade, the ICF has been made more accessible for autism and ADHD through the development and validation of tailored shorter ICF versions for these diagnoses, ICF Core Sets. To further enhance their applicability in research and practice, these Core Sets have been operationalized and implemented on an online platform, the ICF CoreSets platform.

Background: For nearly a decade, the US Veterans Health Administration (VA) has distributed tablets to Veterans with access barriers who may benefit from video telehealth visits. Older Veterans' lower likelihood of tablet use relative to younger Veterans has prompted interest in factors influencing tablet utilization.
