We synthesized and spectroscopically investigated monolayer (ML) C on the topological insulator (TI) BiTe. This C/BiTe heterostructure is characterized by an excellent translational order in a novel (4 × 4) C superstructure on a (9 × 9) cell of BiTe. Angle-resolved photoemission spectroscopy (ARPES) of C/BiTe reveals that ML C accepts electrons from the TI at room temperature, but no charge transfer occurs at low temperatures.

Periodically driven closed quantum systems are expected to eventually heat up to infinite temperature ; reaching a steady state described by a circular orthogonal ensemble (COE). However, such finite driven systems may exhibit sufficiently long prethermal regimes; their properties in these regimes are qualitatively different from that of their corresponding infinite temperature steady states. These, often experimentally relevant, prethermal regimes host a wide range of phenomena; they may exhibit dynamical localization and freezing, host Floquet scars, display signatures of Hilbert space fragmentation, and exhibit time crystalline phases.

The quantum Zeno effect (QZE) is widely employed in quantum engineering due to the issue of frequent measurements freezing a quantum system. In this study, the quantum Zeno factor is introduced to characterize the quantum Zeno capacity of a quantum system. The quantum Zeno factor reveals that the quantum Zeno effect is dependent on the evolution mode of quantum states, which is semi-irrelevant to conventional energy uncertainty and extends the QZE domain.
