The paramount role in the prevention of artificial pregnancy interruption among adolescents is attached to the healthy life-style of family, the content of family relationship, the confidential relationship between children and their parents (including issues related to sexual life). Besides, it is worth to notice the importance of the source of information related to the intimate issues during period of education and the resolution of everyday life problems such as separate room for adolescent dwelling, factual income per one family member etc. In the artificial interruption of pregnancy the special role is applied to the medical factors related to the degree of consistency of chosen techniques of contraception and the availability of extra-genital pathology.

The municipally-oriented system of health prevention to implement the process of management of adolescent pathology in rural area was developed. The medical, social and economical effectiveness of this system was established. To implement the effective management of the system of prevention of the health losses among adolescents under the conditions of rural area the levels of preventive activities were established. The criteria of assessment of procedures applied to prevent the health losses among the adolescents under the conditions of rural area were developed. The new approaches to the integrated intersectoral indicators as applied to the prevention of pathology among adolescents brought to the light its inadequate quality level and approved the need of the consolidation of the intersectoral structures in this field.

It is revealed that the implementation level of the preventive activities impact the economic losses related to morbidity. One ruble invested into the preventive actions reduces the economical losses up to 392 rubles. Thus, the methodological approach to the evaluation of the preventive measures targeted to the morbidity of the adolescents are to be based on the economical profitability.

Complex impact of various factors on development of chronic diseases among adolescents aged of 15-17 years and dwelling in districts of Omskaya oblast is analyzed. It is noted that out of twelve factors four of them are of educational pedagogic category. Besides, one of these (the twelfth) takes second rank place emphasizing that making necessary hygienic conditions of education is of highly significance for maintenance of adolescent health.

Analyzed data demonstrates that both in rural areas and all over the Russian Federation in spite of that certain decreasing of particular invalidity indicators begins to show, still it is not possible to consider these indicators as stabilized. The reason being in impact on invalidity formation of overall complex of climatic geographic, demographic, social, medical and economic factors. Lower effectiveness of rehabilitation activities, including reluctance of invalids themselves, contributes to retention of higher incidence of general invalidity.
