Martial law and travel restrictions for citizens aged 18 to 60 were introduced after Russia's actions against Ukraine, but exceptions to this rule quickly emerged due to the potential negative consequences for the economy, politics and humanitarian situation. Despite this, society still faces difficulties related to the restriction of fundamental human rights. The study is important because of the increase in criminal behaviour associated with illegal crossing of the Ukrainian border during the conflict.
