On a Method of Solution of Systems of Fractional Pseudo-Differential Equations.

This paper is devoted to the general theory of linear systems of fractional order pseudo-differential equations. Single fractional order differential and pseudo-differential equations are studied by many authors and several monographs and handbooks have been published devoted to its theory and applications. However, the state of systems of fractional order ordinary and partial or pseudo-differential equations is still far from completeness, even in the linear case.

Determination of the Order of Fractional Derivative for Subdiffusion Equations.

The identification of the right order of the equation in applied fractional modeling plays an important role. In this paper we consider an inverse problem for determining the order of time fractional derivative in a subdiffusion equation with an arbitrary second order elliptic differential operator. We prove that the additional information about the solution at a fixed time instant at a monitoring location, as "the observation data", identifies uniquely the order of the fractional derivative.

An Adaptive Fuzzy-Logic Traffic Control System in Conditions of Saturated Transport Stream.

This paper considers the problem of building adaptive fuzzy-logic traffic control systems (AFLTCS) to deal with information fuzziness and uncertainty in case of heavy traffic streams. Methods of formal description of traffic control on the crossroads based on fuzzy sets and fuzzy logic are proposed. This paper also provides efficient algorithms for implementing AFLTCS and develops the appropriate simulation models to test the efficiency of suggested approach.

The authors presented a historical sketch abouth the department of military-medical supply and pharmacy of the military-medical academy since 1798. In modern conditions the most rational approach to medicinal support is an optimal combination of nomenclature of ready drugs and drugs prepared extemporary. Independently of the place where the drugs are prepared (industrial production or preparation under conditions of drugstores) they should correspond to the following requirements: to have therapeutic effectiveness, to be harmless for patient and injection solutions (IS) should be sterile, apyretic and with minimal microbial contamination before thermal sterilization. At present it can be achieved only with the wide use of semiautomatic or automatic equipment for IS preparation arranged into technological complexes.

The beginning of Russian pharmaceutical education reform requires the new approaches to organization of medical supply specialists' training. The specialized training of medical supply managerial staff for the Armed Forces is conducted in the department of military medical supply and pharmaceutics in the Kirov Military Medical Academy. The completion of pre-graduation training of such specialists is conducted in the Tomsk military medical institute.

For a long period of existence the medical service equipment table system (ETS) in RF Armed Forces has proved its significance in organization of support of troops and naval forces with medical property during the wartime. Nowadays drug stores of military-and-field medical organizations use the method of distillation for obtaining cleaned water and water for injection and use distillators as a technical means, which does not ensure that the water obtained has stated indices of quality. It was found out that it is the most efficient to use the technology basing on the complex usage of filtering, osmotic, ionic processes for obtaining cleaned water and water for injection from surface natural springs, which ensures minimal usage of resources and energy and the unity of constructional and technological peculiarities of cleaning water methods.

The article presents the chronological analysis of formation of the system for providing the medicament quality control in the medical service of Russian Federation Armed Forces. The role of Centers of medicament quality control and certification in the State system for providing medicament quality is demonstrated. The aims of these Centers are to prevent the getting of poor and falsified medicaments into the troops.

To solve the problem of more effective preparation of infusion solutions in field conditions is impossible without conduction of research and experimental-and-designers' work. The main direction of such work is creation of modern means of infusion solution packing with the use of polymeric materials (containers); the sterilization complex with filtering and aseptic dosed pouring of infusion solutions into containers; the water-obtaining installation for injections in field conditions from natural sources. Besides a set of technical means (the complex for infusion solution preparation in polymeric containers, the water-obtaining installation for injections in field conditions, etc.

[Record optimization and control of medical property stocks].

To conduct the adequate control of medical property coming to the medical provision institution the software was developed where the special attention was paid to the functions of control-and-operational department. It is conditioned by the fact that together with cost control it is necessary to record the medical property in natural values. The use of the created program in local net system allowed organizing the operative control of material stocks at all stages of its movement.

The problem of differential approach in organization of treatment of servicemen who can be returned to their ranks without being evacuated away from Army (Front) zone occupies an important place among the questions of reorganization of the existing medico-evacuation system. This complicated problem cannot be solved without application of effective medications and organization of opportune and adequate supplies with all types of medical equipment. The experience of tactico-special exercises has shown that task could be solved successfully by pharmaceutical section of a hospital for minimally wounded.
