XXVII Congress of CPSU and Programme of CPSU set a goal of overall dispensarization of population to be carried out up to 1995. With the object of formulating the main directions in the activity of health institutions of Kazakhstan while preparing for the transition towards overall dispensarization, the results of an experiment conducted in a town and in one of the rural regions of the Republic were used; the experiment was conducted without increasing the actual number of medical personnel. Highlighted was the organization of labour of medical staff, the level of knowledge and attitude to work.

View Article and Find Full Text PDFIn order to raise efficacy of dispensarization activities and to improve labour conditions of workers and employees of large industrial enterprises it is proposed to develop an automated system of medical data processing through attaching additional files with the data on periodic medical check-ups and workers' morbidity rates to the operating automated management system "Manpower". This system has been developed and introduced at the Chimikent Phosphorus Production Association and it has demonstrated high profitability when solving a number of public health problems.

A prognostic medicosocial potential of the capacity for work is recommended as an integral indicator. Cost analysis of socioeconomic effect achieved due to the complex programme realization comprises the volume of national income received by virtue of additional participation in the process of social production of those with preserved capacity for work; resources from social insurance funds saved due to the decline in temporary and permanent disability rates; budget funds of public health bodies saved due to the decrease in the number of patients in need of treatment.
