Since 2007, persistent green tides in the Yellow Sea of China (YSC) have inflicted substantial economic and social losses. In response, the Chinese government has enacted various policies to mitigate these impacts. This study introduced an evolutionary-multiple streams framework and employed Social Network Analysis (SNA) and Text Analysis from 2007 to 2023, tracing three phases of policy development: growth (2007-2012), stability (2013-2017), and explosion (2018-2023).
