The Public Health General Directorate of Madrid has developed a health vulnerability mapping methodology to assist regional social health teams in health planning, prioritisation and intervention based on a model of social determinants of health and an equity approach. This process began with the selection of areas with the worst social indicators in health vulnerability. Then, key stakeholders of the region jointly identified priority areas of intervention and developed a consensual plan of action.

Methods: This was a descriptive cross-sectional study. We analyzed consultations between April 29, 2010 and May 31, 2012.
This article provides an account of the qualitative research experiment conducted by the Public Health Administration of the Autonomous Community of Madrid from 1991 to date. This research was divided into two working areas, that is, the "Sociocultural Health Information System" and the "Research Program". The former analyses what health means for the inhabitants of the Autonomous Community of Madrid, the factors involved therein, the value they place thereon and its relative importance among all of their interests as a whole.
