Background: Municipal solid waste treatment plants are industrial facilities with important occupational health and safety issues. Hence, a risk assessment system would be very useful to help workers to cope successfully with complexity when they are under pressure situations, such as loss of control or failures of the system safety. This paper focuses on identifying the effects of waste management activities and assessing their overall impact on stakeholders. Collaborating with four focus groups and 36 experts, 19 effects were identified and nine questionnaires were designed to evaluate them, one for each stakeholder group.
