Addressing NCDs through research and capacity building in LMICs: lessons learned from tobacco control.

Confronting the global non-communicable diseases (NCDs) crisis requires a critical mass of scientists who are well versed in regional health problems and understand the cultural, social, economic, and political contexts that influence the effectiveness of interventions. Investments in global NCD research must be accompanied by contributions to local research capacity. The National Institutes of Health (NIH) and the Fogarty International Center have a long-standing commitment to supporting research capacity building and addressing the growing burden of NCDs in low- and middle-income countries.

Barriers beyond words: cancer, culture, and translation in a community of Russian speakers.

Background: Language and culture relate in complex ways. Addressing this complexity in the context of language translation is a challenge when caring for patients with limited English proficiency (LEP).

Objective: To examine processes of care related to language, culture and translation in an LEP population is the objective of this study.

Russian alcohol policy in the making.

Aims: This paper examines implementation of the 2005 federal alcohol control law in the Russian Federation.

Methods: The documents on the Russian Federation federal legislation on the control of the production and turnover of ethyl alcohol, and ethyl alcohol containing products, news reports, research, and historical documents were gathered and analysed for implementation barriers.

Results: Consumption of alcoholic beverages, especially spirits, has been one the most significant public health problems in Russia for many centuries.

Noncommunicable disease mortality in the Russian Federation: from legislation to policy.

Political, social and economic transitions that occurred as a result of the regime change in Eastern Europe and the Russian Federation from the late 1980s to the early 1990s led to a sudden increase in mortality across the region, with more than 80% of deaths being attributable to preventable causes, such as cardiovascular disease, lifestyle factors and injuries. The Russian Federation has experienced some of the most dramatic population declines in the world. Countrywide health reforms have been implemented, although they continue to ignore the impact of the epidemic of noncommunicable diseases (NCDs) in the Russian Federation.
