This article evaluates access to the Papanicolaou test in the Family Health Strategy (FHS) in municipalities in a health region. Cervical cancer control depends on a well-organized Family Health Strategy, so assessment of access to the Papanicolaou test reflects the quality of care at this level. This is a qualitative study with data produced in 10 focus groups, totaling 70 participants in four municipalities.

Method: A qualitative study performed by means of semi-structured interviews and systematic observations, with the participation of a nursing team of 15 people from October of 2012 to January of 2013.
Results: Strengths that were emphasized: the nurse's versatility in conducting users within the unit and the health system, therefore directly acting upon access to these services.
Objective: this article discusses comprehensive care as a guiding tenet of the Brazilian Unified Health System (SUS), outlining health care practices, especially nursing, and the relationships built by subjects in action by means of different knowledge.
Methods: this is a theoretical reflection that aims to propose dimensions of analysis (access to services, reception, links, lines of care, accountability, and responsiveness), with an emphasis on the dilemmas and challenges of nursing. The proposed dimensions analyze the production of care and its political and technical aspects.
Access to health services is a multifaceted and multidimensional issue involving political, economic, social, organizational, technical and symbolic aspects in establishing access to universal healthcare. This theoretical review paper intends to discuss the different approaches, analyze the context and policies for special groups on access, marking an analysis model delineated by the above aspects, from readings on the topic in question. This analysis reveals a diversity of approaches to access the formulation and implementation of public policies and their potential for changing the organization of the health system.

This study aimed at analyzing the conformation of the Epidemiological Surveillance Service in Ribeirão Preto Municipal Health Secretariat under the orientation of the principles established by the Unified Health System and the perspective of Health Surveillance in face of the health care municipalization process occurring in the 1990s through the following dimensions: territory; problems; intersectoriality based on positive health concepts and on the paradigm of social health production. By means of a qualitative approach, bibliographical and documentation sources as well as 17 semi-structured interviews were used. Data were analyzed through the thematic analysis technique by which the following themes were identified: from "Monitoring" to "Educating and Preventing": practice in Epidemiological Surveillance--a proposal to work in the territory.
