Since 2017, the Brazilian health system is facing a wave of counter-reforms in policies that have expanded coverage and access and intended to change the care model. Primary Health Care (PHC) has been substantially modified by synergistic and complementary federal official acts. The creation of federal autonomous social service for the provision of doctors; public consultation to institute basket of consumption in healthcare; the flexibility of the weekly workload of doctors and nurses, who may integrate more than one team; the non-setting of a minimum number of community health workers per team form the context in which the Previne Brasil Program was launched to be in force by 2020.

This study focuses on the primary health care (PHC) performance of the four capitals of the Southeast Region of Brazil in the years 2009 and 2014 in terms of the indicators of the 2013-2015 Guidelines and Goals Pact (PDM, in Portuguese). Two capitals turned to Social Organizations (OS, in Portuguese) and two kept the provision and administration of PHC through Direct Administration (AD, in Portuguese), configuring distinct management models. Freely accessible secondary data and research on websites subsidized the characterization of the cities and their PHC performance.

This article discusses the configuration of specialized healthcare networks and aims to analyze the potential for optimization of geographic access in the chemotherapy network of the Brazilian Unified National Health System (SUS) in Rio Grande do Sul State, Brazil, using linear programming. The study used ex post facto mathematical modeling with an analytical objective and a qualitative-quantitative approach, using data collection and literature and document searches as the procedures. The potential for optimization was assessed by the percentage difference between the total distances traveled under the current situation and the optimum solution obtained.

This essay presents the singular arrangement named Health Surveillance in Brazil and the specificities of its components: public Health Surveillance, Worker's Surveillance, Environmental Surveillance, Sanitary Surveillance, as well as the constitutional determination to carry out the actions of sanitary and epidemiological surveillance and Worker's Surveillance. The two national systems of protection and promote health are also presented - National Public Health Surveillance System and National Sanitary Surveillance System, with an emphasis on the regulatory issues in health made by the latter and some constraints to its action by the Legislative Branch. It reaffirms the Brazilian State's constitutional duty to protect health, and to provide the means for adequate functioning of the two systems, bearing in mind that defense of the public interest in health products and services means confronting oligopolies of transnational economic interests.

Objective: To describe the organization of national drug regulatory authorities (DRAs) in Argentina, Brazil, Chile, and Peru through the analysis of categories representing organizational rules.

Methods: The DRAs were selected using the following criteria: being in a South American country, having been identified as DRAs at Encuentros de Autoridades Competentes en Medicamentos de los Países Iberoamericanos (Conferences of Ibero-American Drug Regulatory Authorities), and having good availability of electronic data regarding organizational structure and the process of drug regulation. Considering the importance of nutritional care for the quality of care provided to hospitalized patients, the study aims to assess health care in eight public hospitals that have received support from QualiSUS in four Brazilian states. There were semi-structured interviews with nutritionists, direct observation and review of 219 records of patients admitted to the medical clinics. The findings suggest weaknesses in the hospital nutritional care, poor integration between the production of food and nutritional care in the surveyed hospitals, in addition to structural deficiencies.

This paper analyzes the Brazilian Sanitary Surveillance System as an arrangement aimed at regulating and reducing health risks associated with consumption of products, use of health services and the environment. Historical, political and tax aspects were considered and their development compared with the National Health Surveillance System, which has received strong international cooperation. The comparison was based on the trajectory of their national systems and related federal agencies, as well as on criteria adopted for decentralization.

The aid lent by the emergency services is the object of this paper, which aims to assess the emergency service of the QualiSUS program. The study is descriptive with the application of a questionnaire to the responsible of the emergency services in eight hospitals. The emergency services were always overcrowded, and the causes pointed were the low resolutivity of basic attention and the precariousness of the hospital network.
