Objective: To analyze the inclusion of human rights in HIV/AIDS norms in Mexico and Central America for the 1993-2000 period.

Material And Methods: Norms and regulations for HIV/AIDS prevention and control in this region were analyzed. A constructivist perspective of judiciary subsystems and human rights was used as a reference framework, to establish categories of analysis with significance codes based on the Universal Declaration of Human Rights.
