Citation data have remained hidden behind proprietary, restrictive licensing agreements, which raises barriers to entry for analysts wishing to use the data, increases the expense of performing large-scale analyses, and reduces the robustness and reproducibility of the conclusions. For the past several years, the National Institutes of Health (NIH) Office of Portfolio Analysis (OPA) has been aggregating and enhancing citation data that can be shared publicly. Here, we describe the NIH Open Citation Collection (NIH-OCC), a public access database for biomedical research that is made freely available to the community.

About 25 years ago, one of our colleagues joined the Wellcome Trust, the world's second largest private biomedical funder. At the time, computers and the Internet were not a regular part of everyday work routines. Today, a quarter of a century later, the Wellcome Trust and other forward thinking funders are leading the way in integrating software, systems, and information technology into their funding processes.

The focus is not any longer to find everything related to your interest, but it shifts to zooming in, based on context and expanding again in neighboring knowledge domains. This paper describes an attempt to develop a completely new, interactive way of browsing distributed corpora of information without the need for multiple different queries in different information resources.
