The studies in this PLOS ONE collection investigated the feasibility of community participation in Measuring, Reporting and Verifying (Participatory MRV-PMRV) initiatives in the context of national programs to reduce emissions from deforestation and forest degradation (REDD+). While such participation is desirable, its feasibility has been uncertain. This collection builds the empirical foundations for putting PMRV into practice.

Remote sensing has been widely used for mapping land cover and is considered key to monitoring changes in forest areas in the REDD+ Measurement, Reporting and Verification (MRV) system. But Remote Sensing as a desk study cannot capture the whole picture; it also requires ground checking. Therefore, complementing remote sensing analysis using participatory mapping can help provide information for an initial forest cover assessment, gain better understanding of how local land use might affect changes, and provide a way to engage local communities in REDD+.

Participation of local communities in the Measurement, Reporting and Verification (MRV) of forest changes has been promoted as a strategy that lowers the cost of MRV and increases their engagement with REDD+. This systematic review of literature assessed the claims of participatory MRV (PMRV) in achieving REDD+ outcomes. We identified 29 PMRV publications that consisted of 20 peer-reviewed and 9 non peer-reviewed publications, with 14 publications being empirically based studies.

We examine five forested landscapes in Africa (Cameroon, Madagascar, and Tanzania) and Asia (Indonesia and Laos) at different stages of landscape change. In all five areas, forest cover (outside of protected areas) continues to decrease despite local people's recognition of the importance of forest products and services. After forest conversion, agroforestry systems and fallows provide multiple functions and valued products, and retain significant biodiversity.
