[The comparative analysis of health care systems based on rating definition].

The comparative analysis of effectiveness and efficiency of health care systems functioning causes a number of difficulties due to different indicators applied in countries as assessment tools, different data collection mechanisms and differences in nature and dimension of determining indicators. To ensure comparability of absolute values of various indicators and possibility to compare activities of single medical organizations and effectiveness of health care system of both various Subjects of the Russian Federation and health care system as a whole, it is possible to apply different rating techniques. The article presents comprehensive comparative analysis of activities of health care systems based on construction of rating using integral indicators of public health: indicators of key functioning of health systems (financial support and infrastructure development), total mortality from non-communicable diseases, probability of dying at the age of 30 to 70 years from any of cardiovascular diseases, cancer, diabetes or chronic respiratory diseases, universal health coverage index, life expectancy (at birth and at the age of 60).

[The comparative analysis of health care systems].

Within the framework of the national development goal of the Russian Federation "preservation of population, health and well-being of people" the target indicator "the increase of life expectancy up to 78 years" is to be achieved by 2030. The achievement of this value is also directly affected by functioning of of health care system. In 2015, the United Nations, within the framework of the Sustainable Development Goals for the period up to 2030, formulated the task that implies ensuring of universal health services coverage "including financial risk security, access to qualitative essential medical and sanitary services and access to safe, effective, qualitative and inexpensive essential medications and vaccines for all".

[The medicinal support in ambulatory conditions and the integral estimates of public health].

Within the framework of the 2030 Agenda for Sustainable Development, goals were formulated, including those targeting to improve quality of life of people all around the world. The task was formulated to ensure universal coverage of health services. In 2019, the United Nations General Assembly noted that at least half of world's population have no access to basic health services.

[The dynamics of disability of population in the Russian Federation].

The analysis of disability indicators allows to draw conclusions about both level of medical care and quality of therapeutic measures and about level of social economic development of society as a whole. Furthermore, disability is a complex problem including social, economic, medical and other components.The study is devoted to analysis of official statistical data by set of such methods as exploration and generalization of experience, analytical and statistical techniques, monographic description.

[The medicinal support in palliative medical care: The review of normative legal acts].

The every patient, receiving palliative medical care, in case of pain syndrome requires specified medicinal therapy often with prescription of narcotic analgesics. The WHO developed the model lists of essential medications (differentiated for adults and children), including both drugs for treatment of the most symptoms in palliative care support and analgesics. The article presents the results of analysis of normative legal acts regulating medication support of citizens of the Russian Federation in case of palliative medical care applying both drugs treating main manifestations of diseases and arresting pain syndrome.
