Background: Despite comparatively low rates of COVID-19 admissions and recorded deaths in sub-Saharan Africa (SSA), the pandemic still had significant impact on health service utilization (HSU). The aim of this scoping review is to synthesize the available evidence of HSU in SSA during the pandemic, focusing on types of studies, changes in HSU compared with the pre-pandemic period, and changes among specific patient groups.

Methods: The scoping review was guided by the methodological framework for conducting scoping reviews developed by Arksey and O'Malley.

  • This study used a mixed-methods approach, combining document reviews of Ghana's WHO Best Buys scores from various years and interviews with key policymakers to assess how well these NCD policies are being implemented and identify any gaps.
  • Findings indicate that while Ghana shows some progress in adopting WHO Best Buys, with fluctuating implementation scores, significant challenges persist, including socio-cultural issues, stakeholder engagement, policy enforcement, and limited public awareness and financing for NCD prevention.

Strengthening management and leadership competencies among district and local health managers has emerged as a common approach for health systems strengthening and to achieve Universal Health Coverage (UHC). While the literature is rich with localized examples of initiatives that aim to strengthen the capacity of district or local health managers, particularly in sub-Saharan Africa, considerably less attention is paid to the science of 'how' to scale-up these initiatives. The aim of this paper is thus to examine the 'process' of scaling-up a management strengthening intervention (MSI) and identify new knowledge and key lessons learned that can be used to inform the scale-up process of other complex health interventions, in support of UHC.
