The comparative analysis of effectiveness and efficiency of health care systems functioning causes a number of difficulties due to different indicators applied in countries as assessment tools, different data collection mechanisms and differences in nature and dimension of determining indicators. To ensure comparability of absolute values of various indicators and possibility to compare activities of single medical organizations and effectiveness of health care system of both various Subjects of the Russian Federation and health care system as a whole, it is possible to apply different rating techniques. The article presents comprehensive comparative analysis of activities of health care systems based on construction of rating using integral indicators of public health: indicators of key functioning of health systems (financial support and infrastructure development), total mortality from non-communicable diseases, probability of dying at the age of 30 to 70 years from any of cardiovascular diseases, cancer, diabetes or chronic respiratory diseases, universal health coverage index, life expectancy (at birth and at the age of 60).

The every patient, receiving palliative medical care, in case of pain syndrome requires specified medicinal therapy often with prescription of narcotic analgesics. The WHO developed the model lists of essential medications (differentiated for adults and children), including both drugs for treatment of the most symptoms in palliative care support and analgesics. The article presents the results of analysis of normative legal acts regulating medication support of citizens of the Russian Federation in case of palliative medical care applying both drugs treating main manifestations of diseases and arresting pain syndrome.

The development of preventive programs targeting specific groups of consumers of medical social services having age-related health and lifestyle characteristics is one of the most prospective methods to improve quality of medical care of the elderly and senile patients. The previously developed by Russian and foreign scientists programs of personalized prevention of age-related diseases make it possible to organize target groups of patients seeking medical services in both state and private health care organizations to be screened for conditions of medical and social significance from the point of view of preventive medicine. The complex problem is considered related to socially dangerous acts of medical workers in the sphere of biomedical technologies covering, besides "traditional" iatrogenic crimes, other risks of application of the mentioned technologies for criminal purposes. The study uses the results of original observations and theoretical findings and data of information content analysis of 2012-1017, data of analysis of medical and judicial practice and also result of sociological survey of experts-medical workers of various profiles professionally related to application of biomedical technologies (n=278).
