The article deals with peculiarities in diagnosis of diseases caused by environmental hazards. The diagnosis covers population level and includes evaluation of environmental quality. Analysis of health for whole population and for risk groups enables to reveal "indicator" diseases.

The social and economic category "level of life" is to become a reliable and objective instrument for assessing population health, for it reflects the true income and expenditure of a territory for the state, municipal, and private consumption. A tendency to decrease of expenditures for private consumption, observed at some territories, absence of regulation of the relationships between the existing levels of the minimal salaries and survival minimum and the population health require hygienic norm-setting in the socioeconomic sphere of health protection and the relevant state surveillance of institutions of the State Sanitary and Epidemiological Service.

Sanitary, chemical, bacteriological and toxicological characteristics of water and clastic deposits in the area of water abstraction systems used for economic and drinking purposes near a large inhabited locality are presented. Impact of a water factor on community morbidity and mortality rates has been analyzed.
