Legislation and industry-specific regulatory documents of Russia, some historical aspects and current problems of staffing in forensic medical organizations were analyzed to improve legal and regulatory framework for skilled personnel training in the sphere of forensic medical examination. Changes in the qualification requirements to medical and pharmaceutical workers with higher education in specialty are proposed, namely to remove restrictions on the possibility of postgraduate training in forensic medical examination specialty for those who have received higher medical education (specialist's degree program) in «medical and preventative care» specialty, considering the interdisciplinary relationship between forensic medical activity and preventive medicine, common approaches to the specialist's degree programs formation and general medical thinking development in students. This will help to achieve the target of the President and the Government of the Russian Federation on provision of health care with qualified personnel and increase of staffing of specialists in forensic medical organizations.
