Across coastal areas of the northern Gulf of Mexico, the Deepwater Horizon oil spill resulted in significant ecological injury, and over 8 billion USD directed to restoration activities. Oyster restoration projects were implemented with regional goals of restoring oyster abundance, spawning stock, and population resilience. Measuring regional or large-scale ecosystem restoration outcomes challenges traditional project-specific monitoring and outcome reporting.

The Floristic Quality Index (FQI) has been used as a tool for assessing the integrity of plant communities and for assessing restoration projects in many regions of the USA. Here, we develop a modified FQI (FQI(mod)) for coastal Louisiana wetlands and verify it using 12 years of monitoring data from a coastal restoration project. Plant species that occur in coastal Louisiana were assigned a coefficient of conservatism (CC) score by a local group with expertise in Louisiana coastal vegetation.

Wetland restoration efforts conducted in Louisiana under the Coastal Wetlands Planning, Protection and Restoration Act require monitoring the effectiveness of individual projects as well as monitoring the cumulative effects of all projects in restoring, creating, enhancing, and protecting the coastal landscape. The effectiveness of the traditional paired-reference monitoring approach in Louisiana has been limited because of difficulty in finding comparable reference sites. A multiple reference approach is proposed that uses aspects of hydrogeomorphic functional assessments and probabilistic sampling.
