The results of a combined study of dielectric loss (epsilon"(nu)) and power-absorption coefficient (alpha(nu)) are reported. The epsilon"(nu) and alpha(nu) values are obtained for liquid water (H2O) and heavy water (D2O) using analytical modeling and the molecular dynamics (MD) simulations method. The calculated spectra span the microwave and far-infrared (FIR) region.

Four dielectric-loss frequency dependences epsilon''j(nu), j = 1-4, which constitute a basis for underlying far-infrared (FIR) spectra of water and ice, are briefly analyzed. The relevant molecular mechanisms are (a) free-like libration of a permanent dipole in a hat potential, (b) elastic vibration of a nonrigid dipole along the H-bond (HB), (c) elastic reorientation of a permanent dipole around this bond, and (d) vibration of HB water molecules transverse to the HB direction. A semiphenomenological (SP) approach, based on analytical calculation of the spectrum of autocorrelation function, is applied.

Medical losses owing to common diseases during the war in Afghanistan were several times greater than medical losses in wounded. It happened due to a high level of infectious morbidity (hepatitis A, typhoid diseases, dysentery, amebiasis and malaria). The spectrum of dielectric losses in the frequency range up to microwaves for haemoglobin solution (Hb) in water was calculated. For humidified Hb the concentration relationships of epsilon components having a break of curve with water concentration exceeding some critical value were also determined. A study of indices of the cerebral and central hemodynamics in 122 patients with essential hypertension revealed differences in indices of the cerebral blood flow depending on the initial hemodynamic type. It was shown that the assessment of initial indices of the central hemodynamics makes it possible to achieve more favorable hemodynamic rearrangement, and an analysis of the cerebral hemodynamics--to foresee the inclusion of drugs correcting the cerebral blood flow in multimodality antihypertensive therapy.

The information test can provide an objective assessment of the working capacity of essential-hypertension patients in the course of treatment, as well as an indirect assessment of their cerebral flow. A correlation was demonstrated between the physical state of health and working capacity of hypertensive patients, on the one hand, and their arterial BP levels and severity of cerebral hemodynamic disorders, on the other, a fact to be considered in the administration of hypotensive treatment.

Under observation were 77 patients with burned hands. It was shown that the application of the alternating low frequency magnetic field resulted in the inhibition of the microbial flora of burn wounds, raised the sensitivity of staphylococci and blue pus bacillus to a number of reserve antibiotics, accelerated the healing of superficial burns and preparation of the wounds for autodermoplasty after deep burns. The authors recommend to use magnetotherapy in the complex treatment of burned hands.

A study was made of the correlation between subjective sensations (headache), the degree of disorder of cerebral hemodynamics and personal peculiarities in 101 patients with hypertensive disease. A high degree (100%) of neurotization, a decrease in the level of the cerebral blood flow in the presence of acutely raised tension of the cerebral small vessels and disorders of the venous outflow were revealed. An insignificant elevation of tension of the cerebral small vessels with the preserved arterial blood flow and normal venous outflow was detected in the patients who did not suffer from headaches.

The authors offer a scheme of optimizing hypotensive treatment, which combines subjective, objective (the hemodynamics) and social (ability to work) characteristics. It was shown that the criteria of the adequacy and efficacy of hypotensive treatment should include the intensity of the cerebral blood flow and the level of blood pressure in addition to the coefficient of information processing, and an increase in the systolic and diastolic blood pressure. The use of the offered scheme of optimization in 80 patients with essential hypertension made it possible to cut down the period of hospitalization and improve the efficacy of treatment.
