Nuclear and radiological accidents have demonstrated the need for prior planning for exposure assessment as well as guidelines for the implementation of protection and remediation measures of contaminated areas. Typically, the description of the efficiency of the measures in the literature is associated with the reduction of the concentration of the environmental media where they are applied. In order to verify the efficiency related to the reduction in doses, some basic scenarios were established, taking into account aspects of a typical tropical climate, such as building materials (urban areas) and types of crops and farming practices, considering the seasonality and soil type typical of the southeastern region of Brazil.

This paper focuses on a survey of uranium and thorium decay chain radionuclides in food and drinking water from the thorium-rich (monazite-bearing) region of Buena, which is located in the state of Rio de Janeiro, Brazil. The radionuclide concentration values in the food and drinking water from Buena reached values higher than 100-fold the international reference values. The daily intake of radionuclides by the local population is similar to that of another high background radiation area in Brazil, but the intake is higher than that of residents from a normal background radiation area.

The values of effluent releases to urban sewage system in Brazilian regulation were investigated and compared with the current International Atomic Energy Agency recommended criteria, using the city of Rio de Janeiro as a case study. Deterministic and probabilistic assessments were performed for two conservative scenarios, considering the exposure of the population in general and the exposure of workers in sewage treatment plants. The results from the deterministic assessment were found to be more restrictive than those from the probabilistic assessment.

The existence of a traceable relationship between national regulatory standards and international recommendations is important especially when the national regulations have to be justified and explained to the public and their representatives. Guidance on various types of radiological levels in environmental media related to public exposure has been provided by the relevant international organizations, constituting a basis for the development of national regulations. However, international standards need to be clear and based on solid technical criteria.

UNSCEAR assesses worldwide public exposure from natural and man-made sources of ionizing radiation based on information submitted to UNSCEAR by United Nations Member States and from peer reviewed scientific literature. These assessments are used as a basis for radiation protection programs of international and national regulatory and research organizations. Although UNSCEAR describes its assessment methodologies, the data are based on various monitoring approaches.
