The vision of this paper is that collaboration creates new openings for engagement of non-commercial actors, such as universities, in innovation networks on the one hand, while opening up for collaborative innovation, and getting valuable real life anchors on the other hand, all these underpinned by greater connectivity and globalization. We present our approach in re-designing the courses on medical informatics and data processing to meet these challenges by employing public Internet services and media facilitation.

The quality of the Healthcare Information System (HIS) product refers three major aspects: technical, use and organisational quality. The product quality is the result of the development process and from this perspective it must be considered from the early stages including terms of reference definition and procurement of goods and services. The issues investigated in this paper are concerning the possibilities of extending the view upon HIS projects quality by integrating the control instruments in an analytical frame covering both product and process aspects.

This system is supposed to assure a better information flow from the lower to the upper levels of the healthcare network by help of a modern IT support. In the first development stage the system is planned to link the Ministry of Health with the 41 District Health Authorities (DHAs) and with more than 200 pilot health units.
