In this article, we propose a novel federated learning (FL) framework for wireless Internet of Medical Things (IoMT) based healthcare systems, where multiple mobile clients and one edge server (ES) collaboratively train a shared model on long-tail data through wireless channels. However, the presence of long-tailed data in this system may introduce a biased global model which fails to handle the tail classes. Additionally, the occurrence of severe fading in wireless channels may prevent mobile clients from successfully uploading local models to the ES, thereby excluding them from participating in the model aggregation.

To address this challenge, multi-component radar emitter recognition under a complicated noise environment is studied in this paper. A novel radar emitter recognition approach based on the three-dimensional distribution feature and transfer learning is proposed.

This paper proposes new integer approximations of the lapped transforms, called the integer lapped transforms (ILT), and studies their applications to image coding. The ILT are derived from a set of orthogonal sinusoidal transforms having short integer coefficients, which can be implemented with simple integer arithmetic. By employing the same scaling constants in these integer sinusoidal transforms, integer versions of the lapped orthogonal transform (LOT), the lapped biorthogonal transform (LBT), and the hierarchical lapped biorthogonal transform (HLBT) are developed.
