Procurement of health information systems (HIS) is a complex and critical task that requires early identification of interoperability requirements. However, specifying adequate requirements is often associated with several challenges. We examined relevant peer-reviewed literature and public documents (policy documents, annual reports, and newspapers) to summarize existing challenges in specifying interoperability requirement during procurement of HISs.
